Selection Criteria
While screening the submitted
YDC applications, the selection committee
should keep in mind the following points
for rating the YDCs and finally identifying
the best one for recommendations and consideration
of the Ministry of Youth Affairs and Sports
for selecting it as RITYDC.
a. YDC after its establishment
has organized youth development and community
welfare activities.
b. Besides rutine sports and cultural
activities, the YDC should has organized
programmes and activities in the field
of Health and Family Welfare, Environment
sustainability, Employment, Education,
Disaster preparedness, etc.
c. For such activities and programmes
it has mobilized funds from government,
non-government and other funding agencies.
d. The benefits of such projects have
reached not only to the population of
YDC village but also to adjoining villages
(may be 10 or more).
e. Through YDC activities, community assets
have been created and are accessible to
all, irrespective of caste, religion or
political affiliations.
f. YDC has exhibited proven capacity to
network with development agencies, NGOs
and others for the welfare of youth and
village communities in and around YDC
village.
g. Activities of YDC have been publicized
and documented in the form of reports
and visited by dignitaries and invited
guests.
h. The programmes of YDC provided benefits
to both male and female.
The above details have
been covered in Part (B) of the application
format Annexure – I.
• YDC while performing various functions
is adopting democratic norms and providing
due representation to the youth of adjoining
villages in their Managing Committee.
• Elections for the formation of
Managing Committee are being held annually
and its meetings are organized at regular
intervals.
• During the meetings of the Managing
Committee appropriate number of members
are present and the decisions taken during
the meeting one minuted and implemented.
Such details have been covered in Part
(C) of the application format Annexure
– I.
• Further, the
YDC is maintaining Books of Accounts and
the accounts are being audited by a Chartered
Accountant.
• YDC should have its account in
a Nationalized Bank/Post Office and the
Grant-in-Aids are being deposited in the
Bank/Post office.
• Money only for youth development
and community welfare activities are withdrawn
from the Bank/Post office Account.
• YDC be in a position to explain
the source of money/funds and purpose
for which it was utilized.
The above details have been asked in Part
(D) of the application format Annexure
– I.
• YDC is expected
to develop infrastructure, create assets
and facilities for undertaking youth development
and community welfare activities.
• The assets and infrastructure
created are being utilized by village
youth and people and not just by the influential
person (s) of the YDC.
• YDC is maintaining records of
such infrastructures and assets and the
details could be physically verified.
Such details have been asked to be provided
by the applicant YDC in Part (E) of the
application format Annexure – I.
It may be noted that
the above mentioned points would facilitate
the selection committee to rate the YDC
in question both qualitatively and quantitatively
and further help in the rating process.
Moreover, the application format given
at Annexure – I has been designed
while keeping in view various above mentioned
aspects under the head selection criteria.
Also such an information would be provided
by the applicant YDC.
