Method of Application

Proposals in the application proforma given at Annexure – I will be invited from eligible YDCs in the concerned district by respective NYKS District Youth Coordinators. Each proposal will need recommendation of the Gram Panchayat/Municipality concerned. The received applications at a district NYK office should be arranged by the Youth Coordinator and put before the following committee for screening and selection of a YDC to be upgraded as RTIYDC.

Selection Committee

1. Collector/District Magistrate Chairperson
2. Youth Coordinator, NYKS Member Secretary
3. District Youth Services and Sports Officer Member
4. Regional Coordinator NYKS Member
5. Representative of NSS Member
6. Non-Official Member from District Advisory Committee on Youth Programmes of NYKS Member

The selection committee during its meeting would screen the submitted applications and based on their achievements would prepare ranking list in order of merit. Further, in order to finally select the best YDC for upgradation to RITYDC a maximum of first five YDCs or as the case may be but a minimum of two YDCs from the merit list will be visited by the Youth Coordinator/Regional Coordinator and any of the other members of the selection committee to physically verify the claims and antecedents of the YDCs. Based on this visit report, the selection committee would then select one YDC for recommendation to upgrade it as RITYDC. After this process, the Youth Coordinator would then forward the selected YDC application, recommendations of the selection committee and visit report to NYKS, H.qrs., New Delhi under intimation to concerned Regional Coordinator and Zonal Director, NYKS in the format given at Annexure - II. Applications sent without following this method will not be considered by NYKS, H.qrs.

The cases of selected YDCs for the establishment of RITYDC will finally be forwarded by NYKS, H.qrs., New Delhi to the Ministry of Youth Affairs and Sports, Government of India for the final selection, approval and release of funds to NYKS for further disbursement to selected centres through field NYKS. It may be noted that the final selection followed by release of funds will be made by the Ministry of Youth Affairs and Sports and its decision would be binding on all concerned.
