Results Frame Work Document (RFD)
Result Frame Work Document (RFD) is an important document of every Ministry/Department/Organization. Secretary of the department is overall responsible for implementation of the items/activities mentioned in the RFD. Half yearly review of the targets and achievements as per RFD of each Department /Organization is to be reviewed by the High Power Committee on Govt. Performance chaired by the Cabinet Secretary. At the end of the year, all Ministries/Departments/Organizations are required to review and prepare a report indicating list of achievements against the agreed targets.

The purpose of this document is to provide guidance to Departments/Organization and Ministries as how to implement the targeted activities. The document includes an overall vision for the Departments/Organizations and translation of the vision into a set of measurable targets. The Departments develop an implementable strategy to achieve the set goals, linking them to specific measurable milestones.

Each of the programme/activity is monitored on the following lines:

1. The tools and mechanism to execute the specified activity.
2. Responsibility for timely appropriate execution of the activity.
3. End date by which the activity is intended to be completed.

The core purposes and aspirations are underlined in the document which shows the Govts overall vision and also work done as part of the RFD. The core purpose might evolve and refine itself as the discussions with stakeholders proceed and organization’s understanding of core learning agenda evolves. It would still be aligned with overall vision but would be a crisper articulation at the end of the process.
