The SACYP is formed to establish effective linkages and better coordination between NYKS and State Government departments and agencies. The committee fulfils the state-level need of NYKS for creating a platform of coordination and convergence of various schemes and programmes which can be implemented through youth bodies and volunteers associated with the field formations of NYKS.
Functions: The SACYP has an advisory and planning role for effective coordination of different development programmes and departments of the state government, NGOs, UN development bodies, and NYKS field formations in the state. It may also form special projects with convergence of funds and action for youth development programmes in the state. The Committee may mobilize necessary resources and expertise for the development of training infrastructure as well as core group of trainers (at state level).
Structure: The Ministry of Youth Affairs/Welfare & Sports of the state government chairs the SACYP. As members of the same committee are nominated two people's representatives belonging to Lok Sabha/ Rajya Sabha or the State Legistative assembly; two renowned social workers/women activists/sports persons; and Directors of various development departments in the state. Zonal Director in the state functions as the member-secretary of this committee. A representative of Director functions as the member secretary of this committee. A representative of Director General is also an member of the committee. In total, there are twenty members in this committee.
The DACYP is formed at the district level with the District Youth Coordinator as the members secretary and the Deputy Commissioner/DM/Collector as the chairperson. Officers in charge of all development offices working under the DC/DM/Collector also are members of this committee. Additional Deputy Commissioner (development and planning) is also a member. Two non-officials, two youth leaders and one National Service Volunteer are also nominated into the DACYP.
The DACYP functions in the district in the manner the SACYP functions at the state level. The DACYP must meet quarterly. Minutes of every meeting are to be sent to the Zonal Office and the HQs.
